New textured crosswalk at Magnolia and Prospect avenues

There’s a bustle of activity this week on Prospect Avenue, where construction continues on a mile-long street beautification project.

Final paving originally scheduled for early May has been postponed.  New dates will be posted after the contractor has completed all pre-paving work items.

Boxes containing more than 100 trees and shrubs have been unloaded and they will be planted as soon as new electrical service boxes have been installed. More street lights are going up.
This week, the newly installed raised median along the Gillespie Field frontage will be completed.  Workers will also finish paving Ian Way and Hacienda Road on the north side of Prospect.

Electrical conversion boxes and other equipment related to the undergrounding of overhead wires is continuing. Electrical cables have been installed between Magnolia and Railroad avenues.

Nearly all of the new concrete curbs, gutters, sidewalks and driveways have been installed.

Prospect Avenue Enhancement Update for December

It’s been nearly a year since the city began its major makeover of a mile-long section of Prospect Avenue between Cuyamaca Street and Magnolia Avenue, and there’s still  a bustle of construction activity.

The latest milestone was the replacement of the traffic signal at Cottonwood Avenue.

Construction crews are continuing to install concrete curbs, gutters and sidewalks. They’re now making new pedestrian ramps at the intersection of Magnolia Avenue.

Next, construction will start on a center median in the middle section of the project near Gillespie Field.  The new median, which will be landscaped, will have a stamped concrete design pattern and pedestrian walkway lights.

In the next few weeks, new pavement will be installed on three side streets: Hacienda Drive, Fiona Way and Ian Way.  The city will notify the affected residents of the construction schedule.

Traffic Alert: Prospect and Cottonwood

Relocation of the traffic signal at Prospect and Cottonwood avenues beginning Monday, Nov. 24 will require motorists to be cautious at that intersection for the next few weeks.

While the new signal is being installed, the intersection will be controlled by three-way stop signs and flashing red beacons.  “Stop Ahead” signs also will be posted at the approaches to the intersection.

The new traffic signal is expected to be up and running by mid-December.

The existing traffic signal must be moved to make way for street improvements that have been underway on Prospect  Avenue since January.

Workers are currently installing conduit beneath the surface so the overhead electric wires can be placed underground. They’re also pouring curbs, gutters, sidewalks . The work is being done between the hours of 6 a.m. and 6 p.m. Monday through Saturday.

Motorists should be aware that the speed limit in the “cone zone” is 25 m.p.h. and traffic fines in that area are subject to being doubled.

City to Host Meeting Tonight on Prospect Avenue Project

Santee city officials will host a public meeting tonight at 6 p.m. at the City Council Chambers to provide information to residents and business owners affected by the Prospect Avenue Corridor Enhancement Project.

The project, which is about 60 percent  finished, will now include grinding away and replacing the road surface.  Work will begin near Cuyamaca Street and continue east toward Magnolia Avenue. This work will require temporary closure of driveways to allow the roadway to be constructed.

Last Monday, the city notified property owners and tenants of the roadway construction work and of tonight’s public meeting.

To minimize the impact, Prospect Avenue will be reconstructed in increments. The city will give advance notice to business owners when their  particular driveways and frontage will be affected by the road work.

The $25 million project, which started in January and is expected to take a year to finish, calls for upgrading a mile-long section of  Prospect Avenue between Magnolia Avenue and Cuyamaca Street.

Improvements include adding sidewalks, curbs and gutters, along with attractive but water-wise landscaping. Overhead utility wires will be undergrounded and utility poles removed. New street lighting will be installed and storm drains will be upgraded. On-street parking and bicycle lanes will be provided on both sides of the street.

Caution Needed on Prospect Avenue

Watch for the “cone zone” on Prospect Avenue, and remember to slow down.

The speed limit has been temporarily lowered to 25 mph where construction is underway to accommodate a pavement and utility improvement project between Cuyamaca Street and Magnolia Avenue.  Large lighted signs have been put into place to alert motorists that they are entering a construction zone, where fines for traffic violations are doubled.

Traffic currently is being routed around construction zones on the north side of the street near Tumbleweed Terrace and Siesta Lane.  Beginning Saturday, Feb. 22, the cones will be moved and traffic will be diverted away from construction activity on the south side of Prospect.

Let the Bidding Begin: Prospect Avenue Enhancement Project

With design work completed, Santee is now seeking bids for the construction of the Prospect Avenue Corridor Enhancement, a $25 million project to revitalize the industrial zone next to Gillespie Field.

“We’re pleased that the project has advanced to the bid phase, and that we’re on track to start construction in January 2014,” said Carl Schmitz, a principal civil engineer and project manager.

The bidding process is being coordinated through the San Diego Association of Governments’ website, which can be accessed here.

The project, which is expected to take a year to complete, calls for upgrading a mile-long section of Prospect Avenue between Magnolia Avenue and Cuyamaca Street. It’s been a complex process because of the need to acquire private property to expand the city’s right-of-way.

Improvements will include new sidewalks, curbs and gutters, along with attractive drought-tolerant landscaping. Overhead utility wires will be undergrounded and utility poles removed. New street lighting will be installed and storm drains will be upgraded to eliminate flooding.

 On-street parking and bicycle lanes will be installed on both sides of the street. Traffic signals will be upgraded and a dual left-turn lane will be added.

The project will improve the appearance of Prospect Avenue and make travel safer for pedestrians, bicyclists and vehicular traffic.

The city anticipates the improvements will serve as a catalyst to attract new businesses and jobs to this important industrial corridor of Santee.

Public Meeting on Prospect Avenue Corridor Enhancement

The city of Santee is hosting an informational meeting to update the public on the Prospect Avenue Corridor Enhancement Project from 6 p.m. to 8 p.m. on Thursday, June 7.

The meeting, which will be held at Prospect Avenue Elementary School, will allow the public a chance to view maps and other informational materials about the project. City staff and project consultants will be on hand to explain the project and answer questions.

“This is an opportunity for residents and business owners to learn about this exciting effort to improve the appearance, safety and mobility of this key east-west corridor along Santee’s southern boundary,” said Carl Schmitz, a principal civil engineer and project manager.

Proposed improvements include adding sidewalks, curbs and gutters, along with attractive but water-wise landscaping. Overhead utility wires will be undergrounded and utility poles removed. New street lighting will be installed and storm drains will be upgraded to eliminate flooding. On-street parking and bicycle lanes will be provided on both sides of the street. Traffic signals will be upgraded and a dual left-turn lane will be added.

“These comprehensive enhancements will not only improve the appearance, they will also make travel safer for pedestrians, bicyclists and vehicular traffic,” Schmitz said.

Construction is expected to start in late 2013 or early 2014, and will take approximately a year to complete.

The project is funded by revenue from the city’s redevelopment tax area, which was recently eliminated by the state.

The city is hoping the extensive facelift of Prospect Avenue will attract firms seeking to relocate their corporate headquarters and foster the redevelopment of job-creating businesses and industrial parks.

Prospect Avenue offers premier access to air and ground transportation. It is ideally situated at the confluence of three major freeways and is adjacent to Gillespie Field, the county’s largest general aviation airport.
