City Moving Forward on Prospect Avenue Improvements

City engineers and their team of experts are moving forward on the long-planned improvement and beautification of Prospect Avenue.

“Our design team has been in the field recently investigating various options for Prospect Avenue to accommodate a number of improvements that will make this street more attractive, safe and functional,” said principal civil engineer and project manager Carl Schmitz.

The intent is to create a “red carpet” for business expansion along this important commercial corridor along Santee’s southern border with Gillespie Field, the largest of eight general aviation airports operated by the county.

The project calls for revitalizing the appearance of a mile-long section of the street between Magnolia Avenue and Cuyamaca Street. The city intends to invest an estimated $20 million to install new sidewalks, parking, landscaping, lighting, underground the power lines, and improve surface drainage.

Local residents and businesses will have an opportunity to comment on the project a public meeting tentatively scheduled for June.  A set of alternative street alignments will be proposed this fall, followed by an additional public meeting. The city wants to begin construction in the spring of 2014 and complete the project in approximately a year.

Draft Annual Action Plan for FY 2012-13 CDBG funding available for review and comment

The City of Santee fiscal year 2012-13 Community Development Block Grant (CDBG) One-Year Draft Action Plan will be available for public review and comment between April 5, 2012 and May 4, 2012 

The One-Year Draft Action Plan provides details of the projects and programs proposed for CDBG funds for FY 2012-13. On May 9, 2012, the Santee City Council is scheduled to consider all comments received, approve the projects and programs for FY 2012-13, and authorize an application to Housing and Urban Development (HUD) for CDBG funds.  The CDBG total allocation for FY 2012-13 is $269,940 plus an additional $109,379 in carry-over funds for Public Facilities activities. On February 22, 2012 and March 14, 2012, the City Council heard comments for the FY2012-13 Draft One-Year Action Plan during public hearings.

Public Workshop on Housing Element

The public is invited to attend a public workshop at Monday, Feb. 27 to discuss potential changes to the section of Santee’s General Plan that addresses goals, policies and objectives related to housing.

The meeting will be held at Santee City Hall, Building 7, 10601 Magnolia Avenue.

No ifs, ands or butts, please

There’s a simple solution to keeping cigarette butts out of our waterways: Don’t toss them on the ground.

Seems like a no-brainer, right?  The message is worth reinforcing because there are still too many cigarette butts that end up along our rivers and beaches.

Last year, cigarette butts were the most common item collected along the county’s beaches, with more than 50,000 reported in 2011 compared to about 35,000 five years ago.

Cigarette filters are made from cellulose acetate, a hardy plastic that takes 15 to 20 years to decompose. Discarded filters contain chemicals that can harm aquatic life. They often end up on beaches because they’re flicked out of moving vehicles or dropped on sidewalks then travel to storm drains and streams.

So if you’re a smoker, please use portable ashtrays to store cigarette butts until they can be properly disposed of in a trash can.

Concrete replacement work has been completed and asphalt patching has been re-scheduled to start on September 19.  Residents will receive a notice 5 days in advance and isolated areas of no parking signs will be placed near patching areas.

Lake Canyon Road
Due to the recent rain, the rubberized asphalt overlay on Lake Canyon Road has been rescheduled for Thursday, September 8.  Lake Canyon Road will be closed to through traffic from Settle Road to Fanita Parkway.  Settle Road will remain open and accessible at Lake Canyon Road.  A temporary closure at the intersection of Lake Canyon Road and Settle Road will occur during the paving operation.  Detour signs will be placed to route traffic around the closures.  Speed bumps will be replaced as part of the project.  One set of speed bumps will be relocated near Lake Canyon Court.

East Glendon Circle Neighborhood

Rumson Drive
Concrete replacement work has started and will continue until September 16. 

Carlton Hills Blvd
Potholing will begin this week relating to the replacement of the existing storm drains along Carlton Hills Blvd.  Potholing Potholing will occur during the daytime at off peak traffic periods.

Fanita Parkway
All paving work has been completed on Fanita Parkway. Street striping will be completed in conjunction with the street striping for Lake Canyon Road once completed. Striping is estimated to be completed on September 7.

Lake Canyon Road
Lake Canyon Road paving construction is scheduled for August 30 through September 2.  Lake Canyon Road will be a complete removal and replacement of 4" asphalt.  Speed bumps will be replaced as part of the project. One set of speed bumps will be relocated near Lake Canyon Court.

East Glendon Circle Neighborhood
Concrete replacement work was started today and is scheduled to be completed by September 2. Asphalt patching is scheduled for the week of September 7.

Rumson Drive
Concrete replacement work is scheduled during September 6-16. Asphalt patching is scheduled during September 6-9.

The City of Santee held a preconstruction meeting with the paving contractor, Hazard Construction, on July 19, 2011. A tentative schedule for each neighborhood and street within the project is as follows:

  • Fanita Parkway – August 1 to September 1
  • Lake Canyon Rd – August 8 to September 1
  • East Glendon Rd Neighborhood – August 15 to September 16
  • Rumson Drive – August 22 to September 7
  • Carlton Hills Blvd – August 15 to November 18
  • Mission Gorge Rd – November 7 to November 23
Residents will receive notice 5 days in advance of the asphalt overlay and when on street parking is affected. No Parking signs will be placed 48 hours in advance of the areas affected.

Construction updates and revised schedules will be posted on the City’s website as construction progresses.

The City of Santee held meetings on June 27 and June 28 with residents and businesses located along the largest paving project in the City’s history.  Bids for the project were opened on June 8, 2011 with the Hazard Construction being the lowest responsible bidder at $3,533,172.30.  The City Council awarded the project to Hazard Construction on June 22.

A preconstruction meeting will be scheduled with Hazard Construction in mid July with construction anticipated to begin by August 1.

Major Road Projects on Horizon

The City of Santee is preparing to launch what will be the largest and most expensive series of street repair projects in the City’s 31-year history.

To take advantage of low prices during the depressed economy, the City is leveraging future TransNet funding to resurface several major streets beginning in late summer 2011. Fanita Parkway, known for its potholes and the target of numerous complaints, is the highest priority and will be the first street within the project to be completed.

The City’s strategy is to bundle several street projects into a single bid package to induce competitive bids from contractors. Past experience has shown that large-scale improvements, as opposed to a series of smaller projects separately bid, allow companies to offer lower prices.  The deadline for bids is June 8, 2011.

The initial phase of work, estimated to cost $4.7 million, is expected to begin in July 2011. The bulk of the work will be applying rubberized asphalt to road surfaces. But repairs will also be made to storm drains, concrete sidewalks, curbs, gutters and the installation of pedestrian ramps. A second phase of road improvements is expected to cost $1.8 million, bringing the total price tag to approximately $6.5 million.

The following streets are included in the first phase:
  • Fanita Parkway
  • Lake Canyon Road (Fanita Parkway to Carlton Hills Blvd)
  • East Glendon Circle Neighborhood
  • Rumson Drive
  • Carlton Hills Boulevard
  • Mission Gorge Road (Cottonwood Avenue to Riverview Parkway)
The City’s Development Services Department is planning to host a public meeting in late June to provide residents with more detailed information and answer questions about the project. In the next few weeks, informational flyers will be mailed to residents along the project boundaries.
