A special van equipped with
high-tech sensors will be rolling along Santee streets this month to assess the
pavement condition of local streets.<o:p></o:p></div>

The one-ton van is equipped with
a front bumper extension containing lasers, cameras and GPS receivers. While being driven at normal speeds, the van
and its instruments continuously gather data about the road surface such as
pavement roughness, rutting and cracking.<o:p></o:p></div>
<div class="MsoNormal" style="margin: 0in 0in 10pt; text-align: justify;">
It will take about three weeks,
from February 6 to 28, to compile data on the city’s 140 miles of local roads.
Each local road will be surveyed at least once.<o:p></o:p></div>
<div class="MsoNormal" style="margin: 0in 0in 10pt; text-align: justify;">
The van, known as a laser road
surface tester, belongs to IMS Management Services, a consultant hired by the city
to gather the detailed road data and draft a pavement management report. City
engineers will use the information to develop a street maintenance plan and cost
estimates to carry it out.</div>

Most folks aren't aware that early hand-drawn fire apparatus - engines, ladder wagons and hose carts - had to be pushed back
into the station by hand.<o:p></o:p></h4>

horse-drawn steam engines that followed could be backed up by the engineers,
but it was difficult to align the steam connections on the engine with those in
the station, so the horses were disconnected and the steamers were also often
pushed back into the station by hand.<o:p></o:p></h4>

All
of this backing in by hand became moot when motorized
engines went into service. However, the fire service is deep into tradition and
some fire engine crews make every effort to pay homage to
past and old-time members that had to push their engines into the station by
hand. While
doing this honors former and retired firefighters, it is also intended to display
unity among the current generation. <o:p></o:p></h4>

night, Santee firefighters honored this tradition by pushing our new red
engine into the station for the first time. The new will be stationed at Fire Station 4 on Cottonwood Ave. All on-duty personnel,
including our chief officers, were on hand to help push E4 into the station for
the first time.</h4>

The redevelopment of Mast Park is moving forward, which
explains the presence recently of a survey crew at the park and the arrival

The park redo has been in the works for nearly five
years. In 2012, landscape architects
from Schmidt Design Group produced a new park master plan that included the
public’s input from two workshops. The City Council also reviewed and approved

The resulting conceptual design called for extensive
renovations: more parking spaces, a new restroom and playground, two additional
picnic shelters, better drainage and walking paths. <o:p></o:p></div>

The plan also recommends
improving the popular off-leash dog park by creating separate areas for large
and small dogs, building of a 1-mile loop path and new safety features such as

Much of the park’s surface would be reshaped with a
network of manufactured creek beds, bioswales and a retention pond to curb
pollution from urban runoff. The dry creek
beds would serve as play areas for children during dry weather but deter erosion
during storm events. <o:p></o:p></div>

Although the
park’s boundary encompasses 136 acres on both sides of the San Diego River, nearly
75 percent must remain as undeveloped habitat preserve. Thus, the master plan
focuses on the 26-acre developed portion north of the river and east of Carlton
Hills Boulevard.<o:p></o:p></div>

Using data from the recent survey work, the city will
probably redesign the disc golf course to lessen the impact on other park
users. Over the next year, environmental
studies will be done to identify site constraints and lay the groundwork for a

With additional input from local residents and the
council, the conceptual plan will be honed into a final design in early 2017. Construction
is expected to start in the fall of 2018, followed by completion in mid-2019. The
city has budgeted $7.2 million for the project under its Capital Improvement
Program. A $1.23 million grant from the San Diego River Conservancy will pay
for improvements that benefit the environment.<o:p></o:p></div>

Redoing a park is a methodical process, and rightly so,
because the final product will have to meet the community’s needs for decades
to come. The city wants to continue the

Mast Park’s original master
plan, which created the park you see today, won an Orchid Award in 1985 from
the San Diego Architectural Foundation.
In 2011, the city won a Merit Award from the California Trails
Conference Foundation for its construction of the half-mile-long Mast Park West

River Park Festival and River Run 5k event this Saturday at Town Center

But here’s the millionth and, to some, the best reason: Eddie Vandiver, lead singer for the popular cover
band Ramshackle, is giving his final performance. The energetic 41-year-old Alpine resident is putting his formidable vocal chords out to
pasture. <o:p></o:p></div>
Vandiver, who works full time as general manager of
Sportsplex USA Santee , said he’s retiring from the band to spend more quality
time with his wife and two young children.<o:p></o:p><br />

“I want to spend time with my kids while they still want to
hang out with me,” he joked, referring to his 4-year-old daughter and
6-month-old son.<o:p></o:p></div>
Vandiver joined Ramshackle in October 2008 after answering a
“lead vocalist wanted” ad on the online job site Craigslist. He auditioned,
jammed with the band, and was immediately hired. He’d previously performed with
a local blues band called Mudwolf.<o:p></o:p><br />
<br />
The musical niche occupied Ramshackle is to produce easily recognizable hit songs
from all genres that people can dance to. The band’s playlist ranges from
Guns N’ Roses to Bruno Mars to Johnny
Cash.<br />
<br />
The motto on the group's website self-proclaims them as “San Diego’s Best Rock Cover Band.” <br />
<br />
Over the years, Ramshackle played every venue from the House of Blues to the Disneyland Hotel to weddings and the city of Santee’s
summer concert series at the park.<o:p></o:p><br />

The band has already hired a replacement lead singer, Carlos
Martinez, who will perform the second half of the band’s set at the River Park
Festival, which runs from 3:30 to 8 p.m.<o:p></o:p><br />

Vandiver said the band members, whose own children are now
adults, have been supportive of his decision. His tenure with the band didn't make him rich, but it slaked his thirst for authentic rock n' roll.</div>

their yard waste bins on their regular pick-up day. Trees must be cut into maximum
four-foot sections and must fit into the green yard waste container. Ornaments,
tinsel and tree stands must be removed before being recycling. <o:p></o:p></h4>

Flocked
trees cannot be recycled, but will be collected if cut into four-foot sections
and placed into the regular trash cart.<o:p></o:p></h4>

Santee residents
without curbside collection, primarily those living in apartment complexes, can
drop off trees, from Dec. 26th through Jan. 11, 2016, at the Waste Management
Recycle Center in El Cajon, located at 925 O’Connor Street, one block south of
the West Bradley Avenue and Johnson Avenue intersection. The recycling center
will be open 7:00am to 7:00pm Monday through Friday, and 7:00am to 12:00pm on

To help Californians save more water this summer, the State Water Resources Control Board, the California Department of Technology and Save Our Water announced the launch of <a href="http://savewater.ca.gov/">SaveWater.CA.Gov</a>.</div>

The new mobile-optimized website will allow residents to report suspected leaks and water waste anywhere in the state from their smartphones, tablets and computers. Today’s announcement was made following the release of June 2015 statewide conservation progress.</div>

“Everyone needs to save water, and this is one effective way alert residents can help everyone – and every community – save water during this historic drought,” said State Water Resources Control Board Chair Felicia Marcus. “Every drop saved – and every suspected leak or water waste reported and corrected – will help stretch the state’s limited water supply, because we don’t know if next year will be a fifth year of drought.”</div>

Many local water agencies have their own methods for reporting water waste, whether by email, phone or online app. (To find a specific agency, click <a href="http://www.waterboards.ca.gov/waterrights/water_issues/programs/drought/water_supplier.shtml">here</a>.) Modeled on sites maintained by water suppliers throughout the state, <a href="http://savewater.ca.gov/">SaveWater.CA.Gov</a> is a tool for Californians to help their communities and state save water and assist those water suppliers that may not have the resources to build their own online reporting system. The site is available statewide and compliments local efforts by providing an easy-to-use tool that directly reports water waste to the proper authority – anywhere in California.<o:p></o:p></div>

Through <a href="http://savewater.ca.gov/">SaveWater.CA.Gov</a>, users can easily report and send pictures of leaks or water waste from their smartphone, tablet, laptop or desktop computer. Users can select the type of water waste from a list of common problems, type in the address where the potential waste is occurring and click send.<o:p></o:p></div>

The anonymous report is transmitted directly to the water agency that serves the geographic area where the report is made. Users don’t need to know the name of the local water agency or how to contact them. The <a href="http://savewater.ca.gov/">SaveWater.CA.Gov</a> site does it for them.</div>

More than 300 water agencies throughout the state have already signed up to use the tool. All waters suppliers are encouraged to join <a href="http://savewater.ca.gov/">SaveWater.CA.Gov</a> to access detailed reports of apparent water waste in their areas.</div>

“The beauty of this system is that it sends reports directly to the water suppliers,” Marcus said. “Since the State Water Board passed emergency water conservations regulations in July 2014, hundreds of state residents have emailed us and called asking what they can do to report suspected water waste. This tool is a valuable step in the right direction for water suppliers to find out about suspected leaks or overwatering in their communities.” <o:p></o:p></div>

Work has begun on a $4 million citywide street improvement project that will upgrade pavement, curbs, gutters and sidewalks in five neighborhoods.<o:p></o:p></h3>

The project, which is funded through the Sandag Transnet program, began July 20 and will be completed in four to five months.<o:p></o:p></h3>
<h3 align="left">
The city’s subcontractor, YBS Concrete, is currently working in the Settle Road area, where asphalt patching is set to begin August 17 and finish in five days. Earlier this year, a crack seal was applied to the road to prevent further damage.</h3>
<h3 align="left">
Final resurfacing of Settle Road and adjacent streets will be scheduled after the asphalt repair work is completed.<o:p></o:p> <o:p> </o:p>Next up: Concrete replacement along Strathmore Drive is scheduled to start August 10.<o:p></o:p></h3>

“No Parking” signs will be placed 48 hours in advance at locations where curb, gutter or sidewalk work is scheduled.<o:p></o:p></h3>

Workers are currently identifying the locations of utility lines in advance of storm drain replacement work planned for Alphonse Street, Princess Joann Road and Ironwood.<o:p></o:p></h3>

Scouts from Troop 6170.</div>

Over the July 25 weekend, the young ladies painted a nature-themed
mural on a bridge support beneath the Carlton Oaks Boulevard bridge.<span style="mso-spacerun: yes;"> </span></div>

The Girl Scouts used funds from cookie sales
to pay for the painting supplies. They painted the artwork under the expert guidance
of professional muralist Thom Guerra and troop leader Christy Knight. </div>

The same Girl Scout troop has been beautifying
the park for the past six years. The scouts planted trees during SanTree Fest, and they would routinely replant flowers beneath the park’s
entrance sign until it recently collapsed. </div>

The underpass, which is the transition
between the main park and the Mast Park West recreational trail, has other
murals previously painted by local Boy Scout troops under Guerra's supervision.</div>
